Because the United States wanted the Japanese to end their takeover of Manchuria and the god-awful atrocities being conducted by their invasison of Nationalist China. Ever heard of the "rape of Nanking?" The U.S. did not want war with Japan. Rather than stop their aggression, they attacked the United States.
