Well, the NCAA isn't going to let him use that as an excuse if he moves FURTHER AWAY FROM HOME. Even the NCAA ain't that stupid.

Should’ve treated it like Hunter Johnson and just admit he wants to play. That would make sense to transfer to UGA because of their lack of depth and USC because of their lack of skill.
