where the pitcher could lunge and have both feet off the ground when delivering the ball to the batter?

If not, every pitch thrown by the UVA pitcher thus far is illegal.

I did hear earlier this season that they had changed that rule but I don’t know the details.

It is allowed now. This is from 2023.

... a very significant change to the fastpitch softball pitching rules in the NCAA, NFHS, and various travel ball level organizations. The rule involves leaping, i.e., having both feet in the air during the stride-out portion of the pitch.

A crow hop where the pitcher would push off with the foot a second time is still illegal.
