The phrase "Clem Tech"

I am curious why one not-to-be-mentioned group of... people... try to use the term "Clem-Tech" as some sort of insult or diss. While it is not the name of the school of course, there are many respected institutions that are "Tech's". If you were a Georgia "Tech" or Virginia "Tech" fan.. would you be insulted?
Just not sure where they are coming from or what they actually think they are saying by using "Clem Tech"
