The only penalty strict enough to suit the crime is the complete and total abolishment of college atheletics in all sports at every institution.
Wait, why stop there? It was the power embued by football that allowed Sandusky to exist so we must abolish all football at every level. Then the power will just be transfered to other sports so the only solution is to outlaw any and every sport at every age.
After all as you pointed out this is America and the only responsible reaction is a complete and total overreaction.
Besides this will return the power to the Catholic priesthood where it belongs.
