I get targeting in general and why they are trying to minimize players tackling like that but come on that should not be a targeting on that ND player. They need to do some serious reevaluation on how/when to call that penalty

The targeting rule exists to protect the players. Hitting with the crown of the helmet increases the risk of neck injuries to the tackler. Doesn’t matter what part of the body he hits. In this case the tackler was hurt. This play is the reason for the rule. Not a difficult concept, really.
