OSU in Over PSU

If OSU is in because of OOC Schedule and wins, why is Washington in? If Washington is in because of Conference Championship, then why isn't PSU in?
Herbie said there are three criteria: H2H, Conference Championship and OOC Schedule/Win. Well PSU has 2 out of 3 and OSU has 1. Even by Herbie's rationale PSU should be in over OSU.

Yea but PSU has two losses though. The head to head is the tie breaker if the records were the same. Had PSU only lost one game then they'd be over OSU. Like had we lost another game and Louisville won out then Louisville would've been in it and not us.

According to Herbie, criteria is:

H2H, advantage PSU
Conference Championship, advantage PSU
OOC, advantage PSU

I think PSU has 2, OSU has 1. Where is the tie?

Im saying had they had the same record then PSU would've been over them. But because they have two losses they're not. Just like had Clemson lost another game and Louisville won out then Louisville would've been in our position

If we had lost another game and Louisville hadn't we wouldn't have played last night either. It wouldn't be the same argument.
OSU didn't win their Division and therefore didn't even play for their conference. PSU got screwed.
The committee is sending mixed signals as to what is important. If it is OOC Schedule then why is Washington in. If it is Conference Championships then why is OSU in?
