Only allow 2 per team per year, doesn’t count against scholarships. That would still reward the developmental teams while keeping this from getting further out of hand.

I like that idea. Two may not be the right number but a limit would be good. Maybe beyond a certain number they count against the annual signing limit.

I don't mind it being unlimited (in numbers) but tied to academic progress. Players should have to be at a certain standard to get the "free pass" transfer.
