Though he said "violent criminals" and even in the states you mentioned it looked at "felons" which includes non-violent, as well as violent criminals.

Additionally, The paper Cruz cited looked at the policy in some states of notifying newly released inmates about their ability to re-register to vote.

And according to the authors of the paper? "Cruz is misinterpreting our research."
