Does every office have the 'loud talker'?

I have identified the one on my floor. He has an office at the other end of the floor, but he still insists on walking all the way down to my end to 'speak' with a guy that sits on this end.

Unfortunately he's in the office catty-cornered to me and loves to talk on the phone on speaker, which makes him seemingly yell into his phone.

Typically the most qualified come from the New Jersey area but they can come from your Chicago or Midlands Pennsylvania area. Ours, believe or not, hales from Indiana via rural Arkansas. Lost all his hearing in one ear from the first Gulf War and has diminished hearing in the other and has NO shortage of opinions on any subject.
His home is in the cube just mere inches away from me. I... am a blessed, blessed man.
