because the salaries will not decrease, and the burden of the excise tax will be placed on the end consumer in the form of increases in the cost of health care, game tickets and tuition. Meanwhile those charities that rely on donations and charitable giving, and not those that charge for services or entertainment, will be forced to pay less for executive talent. Furthermore, the donations to these charitable organizations will decline because you would have to give a massive amount in order to itemize the deductions. This tax bill is a band-aid, and does not fix anything. Oh-well I guess there is always 2025......
