Automatic quilifiers

What are the conditions for a conference to get an automatic qualifier in the BCS? I just don't see how UCF gets a BCS bowl by winning the AAC.

I dont see how ND which already has two losses can still be in BCS talk. They also still have to play Stanford which will be loss three
