For people in the know,are our recruiting efforts in Texas getting the results that the coaches are looking for? I have no idea what Cook is going to do but it seems that we keep coming up short on the top players.

Hard to pull the TOP players from Texas, distance being the factor. Don't expect Clemson to be in the running because of that.

We aren't going to pull Cook, and probably won't land Muhammad either, even though he's a better chance. It's all about the long game, and Dabo is one of a couple of coaches who are playing chess, while the rest play checkers.
Ohio State pulled the number 2, 4, and 6 ranked recruits in Texas for 2017. They pulled the number 5 ranked California recruit both in 2017 and 2018.
That's what Dabo is doing focusing on Texas. It will be a few years, but Dabo is building relationships and establishing a Clemson presence in Texas. If it happens this year with Mustapha or Cook, I will be through the roof, but I expect a top 10 Texas recruit in the upstate by 2019 or 2020.
