That's called a 'cool can.' Back during my drag racing days we'd take a large coffee can run our fuel line around inside it like you see that 5 gal bucket rigged. With the can filled with water including ice the fuel would get much more dense and consentrated when it reached the carb(s). We assumed it made the combustion yield higher rates.
That can is the next to last step in condensing the moisture in the air lines. You don't shoot $1550/gal paint with wet air and a country boy like me doesn't have the money for those high dollar air filtering systems. I can braze copper and have a fair handle on the physics of cleaning air.
